The app itself is free. However, you can only view films if you have bought an Artfilm.pass.

Where do I get the App?

You can install the app from the App Store inside Apple TV.

How do I register?

When you open the app the first time, a pairing code is shown.
Go to the Abo page and activate the pairing code.
